He led the financing operations of Colombia and its public companies, including those in the electric power sector as Legal Head of the Dirección de Crédito Público y Tesoro Nacional (Public Credit and National Treasury Directorate of the Ministry of Finance of Colombia), where he also led the privatization processes of state-owned enterprises such as ISAGEN S.A. E.S.P. 

Likewise, Lucas was the Legal Head of the Ministry of Mines and Energy, where he outlined a legal approach that successfully enabled the Colombian Caribbean region to be supplied with electric power and where he also structured the first auctions for long-term energy supply contracts for the development of renewable energy generation projects in Colombia.
